This utility updates the Optiarc DVD RW AD-7700S drive firmware to version 1.71 to resolve an issue where the user is unable to perform a data backup to DVD media using the Windows® 7 'Backup and Restore' utility.

I found the solution to my problem, in case anyone needs the solution this is what I did and it works great!
it was a registry problem if you cant see your disk drive in windows explorer
1) Close all open programs

2) Click on Start, Run, and typeregedit and press Enter
3)Click on the plus signs (+) next to the following folders

HKEY_LOCAL_MACHINE

SYSTEM

CurrentControlSet

Control

Class

{4D36E965-E325-11CE-BFC1-08002BE10318}

This folder is the DVD/CD-ROM Drive Class Description in the registry.

4) Look for any of the following names in the right hand column.

Upper Filters

Lower Filters

Upper Filters.bak

Lower Filters.bak

If any of the above keys shown in step 4 are listed, right-click on them and choose Delete, in my case, I found Upper Filters and Lower filters and delete both of them.
After deleting the keys, close the registry editor
Reboot your computer
Open My Computer and check to see if your CD or DVD drives have returned.

it works for me so I didn´t have to try other options that I also foun over the internet.

Superb!! worked finally after 3 hr of searching :)

Strangely enough the USB 3.0 drive which had password protection had stopped working too as side effect of this CD ROM problem. This also got resolved ( lucky WD )
